Yesterday, volume 6 issue 19 of “Foreign Policy in Dialogue”, a quarterly publication on German and European Foreign Policy, edited by Deutsche-Aussenpolitik.de – a well-known portal -, has been published. The publication comprises some 70 pages and 7 articles, all focusing on the Neighbourhood Policy of the EU and analyzing it from different perspectives, for example:

• The Development of the European Neighbourhood Policy
• The German Impact on the European Neighbourhood Policy
• European Neighbourhood Policy – The Perception of Ukraine
• The European Neighbourhood Policy – The Perspective of Moldova etc. (please compare the full table of contents which is attached as a screenshot)

Moreover, a chapter presenting online and offline resources related to these contributions is included.

To sum up: An up to date stocktaking and an excellent information source for all, interested in the European Neighbourhood Policy. Highly recommended!

Two weeks ago the latest Eurobarometer, which was carried out between 27 March and 1 May 2006, has been published by the Directorate General Communication. It covers 30 countries or territories: the 25 Member States, the two acceding countries (Bulgaria and Romania), the two candidate countries (Croatia and Turkey) and the Turkish Cypriot Community.
The report is dealing with three main areas:

• Firstly, the climate of opinion (for example the main concerns of European citizens);
• secondly, the key indicators of support for the European Union (for example support for membership, support for a European Constitution and – of special interest for journalists from the Western Balkans countries – support for future enlargement) and
• thirdly, democracy in Europe (for example the extent of satisfaction with the way democracy works in the European Union).

The study really offers valuable insights, with the many graphs and charts helping to keep track of the extensive and multifaceted informations. A very recommendable study, which easily could serve as a basis for an article of your own.

Ever searched for internet resources about the European Union on the web? No? Then type in “european union” on Google, click on “search” and you will get no less than 187.000.000 results! And even if you try to narrow your search by using additional terms – you always will get far too much results and it will be almost impossible to exactly finding the source you were looking for.

That is why I decided to set up a bookmark-collection with hand-picked resources, indexed with tags, making searching – and finding – a mere child’s play. So just visit del.icio.us and check it out. And please note that there is a special tag “EU_for_journalists”!

Today I would like to present two publications to you, both dealing with interesting aspects of European Union enlargement. The contents of the first one – the book of Anneli Albi, EU Enlargement and the Constitutions of Central and Eastern Europe – is described in the author’s synopsis as follows:
“In the wake of the EU’s biggest enlargement, this book explores the adaptation of the constitutions of Central and Eastern Europe (CEE) for membership in the European Union. In response to the painful past, these new constitutions were notably closed to transfer of powers to international organizations, and accorded a prominent status to sovereignty and independence. A little more than a decade later, the process of amending these provisions in view of the transfer of sovereign powers to a supranational organization has proved a sensitive and controversial exercise. This book analyses the amendments against the background of comparative experience and theory of sovereignty, as well as the context of political sensitivities, such as rising euroscepticism ahead of accession referendums.”

The second one, an article about “Media Effects on Public Opinion about the Enlargement of the European Union”, published only a few weeks ago in Journal of Common Market Studies, undoubtely will be of special interest for journalists. It investigates how news media content affects public support for the enlargement of the EU. A question of outstanding importance given the very fact that the influence of memberstates populations on enlargement decisions has grown tremendously during the last years, especially after the discussions about the Maastricht Treaty.

As has been explained on our education server, “D@dalos and Pharos aim to contribute to the building of a culture of peace, democracy and active citizenship in BiH and other countries of South Eastern Europe”. In doing so, we develop and maintain the contents of the Education Server, which meanwhile comprises no less than 11 main subject groups – as for example about Human Rights, Democracy, Parties, Globalisation etc. – in 10 languages. We moreover offer a distance learning course (Teaching politics in Southeast Europe) with three workshops in Sarajevo. Main aims are to deal with the topics of democracy, political parties and European Union as well as to get acquainted with tasks, contents and methods of education for democratic citizenship (EDC). In addition to that, cross-cutting key qualifications such as presentation skills and basics of professional project planning and management are taught.

And we offer – as a kind of third pillar of our endeavours – EU-seminars for journalists. We do that, because we are convinced, that the process of approximation between the European Union and the countries of the Western Balkans needs a better understanding about the EU and the possible implications of an accesion within the population of the countries of the Western Balkans, but also a better understanding of the situation on the Balkans on behalf of the populations of the EU member states. And apart from Political Education it are especially the media which can contribute to such a better understanding.

In the light of the outstanding importance of these seminars we of course want to use our blog too, to inform about the concept, contents and organizational aspects of our courses, about new and important developments in the European Union, its relations with the countries of the Western Balkans and its enlargement- and neighbourhood policy, which might be of interest for journalists. Moreover, we want to encourage you to use the comment-function to give us your feedback and share your thoughts with us and thus help the blog to become a vivid discussion forum.

Obwohl der Themenkomplex EU erst seit wenigen Wochen auf dem Bildungsserver zur Verfügung steht, gibt es mittlerweile bereits wieder eine ganze Reihe von interessanten neuen Entwicklungen zu verzeichnen, über die wir Sie an dieser Stelle auf dem Laufenden halten wollen. Im vorliegenden Beitrag geht es dabei um die Verfassungsdiskussion, die ja, wie im Rahmen des Themenkomplexes beschrieben, mit dem negativen Ausgang der Referenden in Frankreich und den Niederlanden einen massiven Rückschlag erlitten hatte.

Dennoch haben mittlerweile einige weitere Länder den Verfassungsvertrag unterschrieben – eine aktuelle Übersicht von Ende Mai 2006 mit vielen interessanten Zusatzinformationen und Links zu wichtigen Quellen, die Sie möglicherweise auch für Ihren Unterricht, etwa zur Erstellung von Arbeitsblättern, einsetzen können, finden Sie hier – und ist das Thema in der Diskussion geblieben. Bei Ihrem Treffen auf Klosterneuburg in der Nähe von Wien am vergangenen Wochenende haben nun die Außenminister entschieden, dass bis spätestens 2009 eine Lösung zur Frage, wie es mit der Verfassung weiter gehen solle, gefunden werden müsse.

Nicht unterstützt wurde hingegen der Vorschlag von Kommissionspräsident Barroso, gleichsam als vorläufigen Zwischenschritt aus Anlaß des 50. Jahrestags der Unterzeichnung der Römischen Verträge in Rom im Jahre 2007 eine feierliche Erklärung über die Ziele und Werte der Union zu unterzeichnen. Auch der angesichts der drängenden Probleme in der sogenannten dritten Säule, also der Zusammenarbeit in der Justiz- und Innenpolitik, so wichtige und bedeutsame Vorschlag der Kommission, in diesem Bereich mehr Entscheidungen mit qualifizierter Mehrheit zu fällen, fand keine Zustimmung.

Wußten Sie, dass wir nicht nur Lehrmaterialien und Veranstaltungen zur politischen Bildung für Südosteuropa in den jeweiligen Landessprachen anbieten, sondern auch IT-Training speziell für Lehrerinnen und Lehrer aus der Region? Vor zwei Jahren haben wir mit finanzieller Unterstützung der norwegischen Regierung ein völlig neuartiges Konzept unter dem Namen Fit@School entwickelt, das sich grundsätzlich von anderen Programmen unterscheidet.

Die Lehrer bekommen damit eine Einführung in die Nutzung des PCs speziell zur Vorbereitung und Durchführung von Unterrichtseinheiten und Arbeitsmaterialien als eines zentralen Bestandteils ihrer alltäglichen Arbeit. Sie lernen, Unterrichtsmaterialien mit dem PC zu erstellen, das heißt, Texte zu schreiben und zu formatieren, Bilder und Abbildungen einzufügen, Quellen, Texte und Bilder im Internet zu suchen, herunter zu laden und weiter zu verwenden sowie mit ihren Kollegen über E-Mail zu kommunizieren. Es handelt sich also um keine Softwareschulung im traditionellen Sinne, bei der die Technik im Vordergrund steht; vielmehr stehen die Lehrer und ihre konkreten Bedürfnisse im Mittelpunkt.

Das zeigt sich auch daran, dass die Schulung in eine Begleitgeschichte eingebettet ist, bei der es darum geht, eine Unterrichtseinheit zum Thema Menschenrechte zu erstellen, und die für die Zielgruppen wesentlichen Fähigkeiten und Fertigkeiten im Umgang mit PC und Internet gleichsam en passant erworben werden. Die Abbildung mit einem Überblick über die sechs Hauptmodule von Fit@School zeigt Ihnen im Überblick, wie die verschiedenen Phasen der Erstellung der Unterrichtseinheit sowie das PC-Training ineinander greifen (ein Klick auf die verkleinerte Abbildung öffnet die Grafik in Originalgröße in einer neuen Seite. Schließen Sie dann einfach diese Seite wieder, um hierher zurückzukehren).

Dieses Programm auf CD-ROM im Umfang eines etwa 400 Seiten umfassenden Lehrbuches (sieben umfangreiche PowerPoint-Präsentationen mit Animationen und Trainings-Filmen sowie Übungsmaterial für den Unterricht) wurde bislang in den jeweiligen Landessprachen in Albanien, Bosnien-Herzegowina und Bulgarien vorgestellt und wird dort mit grossem Erfolg eingesetzt. Als weiteres Einsatzgebiet ist jetzt vor kurzem auch Kosovo dazu gekommen. Wolfgang war vor wenigen Tagen am Kosova Education Centre in Prishtina (siehe dazu das nebenstehende Foto vom Training; ein Mausklick öffnet wieder das Bild in Originalgröße) und hat Fit@School dort im Rahmen einer zweitägigen Schulung für Trainer präsentiert. Diese Trainer werden ab der übernächsten Woche nun ihrerseits an insgesamt sieben Schulungszentren im Rahmen eines jeweils knapp einwöchigen Kurses Lehrerinnen und Lehrer in Kosovo ausbilden und somit wesentlich zur Verbreitung von IT-Fertigkeiten im dortigen Erziehungs- und Schulwesen beitragen.

Der große Erfolg von Fit@School in Südosteuropa hat uns dazu veranlasst, auch eine – an die hiesigen Voraussetzungen und Rahmenbedingungen angepasste – deutschsprachige Version der CD-ROM zu produzieren, die in Kürze für Trainerinnen und Trainer, aber natürlich auch für Lehrer selbst, zur Verfügung stehen wird.
